The Ministry of Justice and the Ministry of Foreign Affairs work in tandem since a request of extradition by the Matriarchy in 483 for a murderer hiding in the capital, and given the attempts to slim down bureaucratic measures and restrict the number of ministries. Officially called the Ministry of Justice, External Relations and Intelligence, it is commonly referred to as "Justice and Foreign Affairs" and as "JFA" for short. Tacitus Kilgore, the minister, was previously a justice of the Royal Supreme Court after a career as a civil rights advocate and pro bono lawyer. He is famously accredited for an opinion on the case of Mudlin, an earth construct that rallied for their rights as a sentient being, in which Kilgore fervently defended the construct. The following quote taken from his opinion is often cited to new law students:

A sort of cluster of ministries and offices, it mainly focuses on justice in civil and criminal matters, the recognition of rights laid down by the legislative and the enforcement of the legal order, additionally including intelligence and espionage and external relations with other countries. This mixture of competences has been criticized as a strange block of power, however effectively, it remains separate via checks and balances and a complicated back-and-forth bureaucratic system for most major actions.

The Ministry is divided in a number of Bureaus:
Criminal Bureau: supervises and develops the application of criminal law nationwide.
Civil Bureau: supervises over civil law issues such as commercial law, environment protection law, patents and copyright, etc.
Civil Rights Bureau: enforces civil rights protection acts, contains an office specifically for racial discrimination.
Penitentiary Bureau: maintains and supervises over the restriction of liberty of citizens with a focus towards rehabilitation and mental health measures.
Magic Control Bureau: supervises over the use of magic and sorceries and provides guidelines for academies and magical schools.
Ambassadorial Office: the central office that manages foreign ambassadors and embassies across the world.
Western Overwatch Bureau: a division specialized in affairs related to the Igell Matriarchy and the western hemisphere.
Home Overwatch Bureau: a division specialized in affairs in the home continent.
Campir Special Office: an office specialized in surveillance and reports of Campir behavior. It submits a letter requesting the opening of diplomatic relationships to the Empire once every six months.
Additionally, under the Ministry of Justice, the Royal Marshals exist to guard suspects and perform captures of highly dangerous individuals. They serve as the security force of the Executive Branch and are often seen in courthouses, sporting their famous symbol: the letters "RM" contained within a rhombus over a black background, typically worn as an armband. Finally, the Royal Secret Service is technically contained within the Ministry of Justice, though it operates independently and reports directly to a special committee containing representatives of all three branches.
