The Ministry of Public Health, Welfare and Scientific Research, simply referred to as Healthcare and Research, is the main body that takes care of the physical and mental health of the citizens of Norelva. Similarly to the Ministry of Industry and Technology, given its purpose, this ministry is particularly occupied in concrete, visible matters. It occupies itself with enacting public welfare and health policies, advancing medical research and promoting the progress of science and academia. Just like InduTech engineers, ministry specialists are often requested to provide counsel, assist in medical and scientific procedures, catalogue new developments and inspect the works of the university's scholars.
Katia Silvenia, medical doctor and highly esteemed researcher in the field of public health, is the current minister. Famous for several theses, such as "Rise of medical sciences during the Scorching" and "Public health and diversity: observations of the evolution of medical procedures for humanoid races," she previously served as the Medical Director of the Lydia Noret Medical Center in the capital, and was appointed as minister following her efforts during the war, which directly contributed to minimizing casualties drastically.

The ministry is divided in a few bodies:
Medical Central Command: stylized after the Engineering Central Command, it acts as a dispatch for field medics and specialists (magical disease specialists, curse removal specialists, etc.) during emergencies. Central Command doctors often present prayers to Pieti, goddess of healing and protector of doctors for good luck.
Department for Mental Health: focuses on advancing mental health research, promoting and financing programs, and proposing new therapy measures.
Department for Elder Care: manages care for the elderly, including different facilities and protocols depending on race.
Department for Child Care: similarly to Elder Care, manages care for children of all races.
Disability Responsibility Office: provides guidelines and rules to combat obstacles that disabled sentient creatures may face, additionally funds veteran's associations nationwide.
Disease Control Office: safeguards against diseases and viruses, both physical and magical.
Department of Welfare and Life Quality: a large department with the broad scope of maintaining welfare and a high quality of life. It does so by administrating food guidelines, publishing pharmaceutical rules and offering recommendations to other bodies.
